ERASMUS+
Erasmus+ is the EU’s programme to support education, training, youth and sport in Europe. It has an estimated budget of €26.2 billion. The 2021-2027 programme places a strong focus on social inclusion, the green and digital transitions, and promoting young people’s participation in democratic life.
IDConsortium
Erasmus+ mobility has positive effects on educational, social, personal and professional development, in that it enhances knowledge, skills and attitudes, improves employability, helps confidence-building and independence, stimulates curiosity and innovation, fosters the understanding of other people, and builds a sense of European belonging. 30% of the budget will be invested in cooperation projects and policy development activities where organisations gain experience in international cooperation, strengthen their capacities, produce innovative approaches, exchange good practices and network. Through these actions, Erasmus+ will play an important role in strengthening resilience and supporting recovery and innovation in the fields of education, training, youth and sport.
The European Year of Skills has highlighted the necessity for continuous skills development among adults to meet evolving labor market demands. Despite this emphasis, adult participation in training remains suboptimal.
The 2022 Adult Education Survey indicates that only 39.5% of adults engaged in training over the past year, significantly below the 60% target set for 2030 by the European Pillar of Social Rights Action Plan.
A critical barrier is the limited access to effective career guidance and counseling services, particularly for individuals with low basic skills and employees in small and micro-enterprises. Enhancing these services is essential to empower adults to make informed decisions about upskilling and reskilling opportunities.

Activities to be funded:
- Develop and test integrated career guidance services that combine automated and in-person support.
- Implement outreach strategies to engage low-skilled adults and employees in small businesses.
- Establish collaborative frameworks where stakeholders share responsibility for adult skills development.
Expected Impact:
- Increased participation of adults in training programs.
- Scalable career guidance tools tailored to regional and sectoral needs.
- Stronger partnerships between employers, training providers, and policymakers to ensure continuous workforce development.
Digital Education: Skills and Competence Assessment:
Activities to be funded:
- Develop digital assessment tools to evaluate key competencies and digital skills.

- Stronger alignment between education programs and labor market needs.
- Increased accessibility of digital learning solutions for individuals and businesses.
Digital Education: Ethical and Effective Use of Generative Artificial Intelligence Systems in Education and Training:
Activities to be funded:
- Explore the ethical implications of using generative AI in education and training.
- Develop guidelines and best practices for AI-driven educational tools.
- Pilot AI applications that support personalized learning, assessment automation, and student engagement.
Expected Impact:
- Improved ethical frameworks and policy recommendations for AI use in education.
- Development of trusted and effective AI-based learning tools.
- Strengthened capacity of educators and institutions to integrate AI responsibly.
